Just like the Green Bay Packers are owned by their fans, perhaps city governments should explore making venerable public institutions (like libraries) publicly owned, nonprofit corporations. This way, you could raise money for maintenance and other improvements, with the public sharing in both the enjoyment and responsibility of communal treasures.
